Animal Control takes dogs to the Animal Care and Adoption Center in Longview TX. In Kilgore, we don't pick up cats, unless we see an injured one and then we will take it to the Animal Care and Adoption Center in Longview.
Wildlife picked up by Animal Control Officers is relocated and released in accordance with State and local laws. Loose livestock such as horses and cows are taken into custody by the county Sheriff and/or deputies.
Animal Control Officers are not normally on duty on the weekends and after 5 pm. All animal related calls during these times need to be referred to the City of Kilgore Police Department. You can call the Police Dispatch at 903-983-1559. Once the Police Officer is on scene, they will determine if Animal Control needs to be notified. Please do not attempt to capture or handle any unfamiliar animal.
Immediately contact Animal Control and the Animal Care and Adoption Center in Longview TX to see if your pet has been brought in. If your pet is not there, file a lost pet report with the staff. You will need to come back to the shelter every 48 hours to see if your pet has been brought in. Check with your neighbors to see if they have seen your pet. You may also want to check the lost and found section of the local newspapers and place an ad there yourself.
If wildlife is frequenting your property, you need to identify what is attracting them. Wildlife is common in this part of Texas, and typically will not hang out at your house unless they are finding some type of food, water or shelter. Pet food left out during the evening hours and open garbage containers are typical examples of this problem. Removing access or their food source will often make them go away.
If some type of wildlife is digging up your lawn, it is usually an armadillo or skunk digging for grubs, worms, etc. Treat your yard with a pesticide to kill off their food source.
If you have crawl space under your house or damage to your roof that has open access holes, you are inviting wildlife to move in. Cover and repair all areas of access with solid, sturdy material. If we are unable to remove the wildlife we may suggest getting an exterminator.
We do not trap and remove healthy wildlife unless it in a space occupied by people. Wildlife trapped by accident or without approval will be released in the area in which it was caught.
It is illegal to leave any animal in any standing or parked vehicle in such a way as to endanger the animal's health or safety. Any Animal Control Officer, Police Officer, of Firefighter is authorized to use reasonable force, including the breaking of a window, to remove an animal from the vehicle whenever the Officer reasonably believes that the animal's health or safety is, or soon will be, endangered, and said animal shall be impounded. An Officer who removes an animal in accordance with this law is not liable for any resulting property damage.

Local ordinance requires that the owner or custodian of each domestic dog or cat shall have the animal vaccinated against rabies at four months of age and once a year after. The vaccination must be administered by a licensed Veterinarian. You need to retain proof of rabies vaccination in case Animal Control requests to see them. Failure to vaccinate your dog or cat against rabies can result in a fine and/or summons to the Municipal Court. Remember, vaccinating your pets is your family's first line of defense against rabies. Your pets are more likely to have contact with a wild animal than you.
Rabies is an acute viral disease that attacks the nervous system, resulting in paralysis and almost certain death once the symptoms appear. The rabies virus is present in the saliva of the rabid animal. The most common way the disease is spread is by a bite from an infected animal. Though rare, rabies also can be spread if the infected animal's saliva comes in contact with fresh scratches, open wounds or mucous membranes such as the lining of the eyelid. If your dog or cat has been in contact with one of the following high risk animals: skunk, raccoon, bat, fox or coyote, contact the City of Kilgore Animal Control immediately for guidance. If the wildlife animal is dead or can be caught, then it may be shipped for rabies testing. Do not attempt to contain the wildlife animal yourself. You are also advised to consult with your veterinarian. Your pet may need vet care for injuries, and may need to be given a booster rabies vaccination if he is currently vaccinated, or a series of vaccinations if he is not currently vaccinated.
Leave it alone. Mother animals do not normally abandon their young, but may leave them hidden while they look for food. Mothers will typically come back for their young. Moving the young wildlife is not only stressful for the animal and increases the chance of injury to the person or animal, but could also result in criminal charges under State Law. Portable fire extinguishers are valuable for immediate use on small fires. They contain a limited amount of extinguishing material and need to be properly used so that this material is not wasted. For example, when a pan initially catches fire, it may be safe to turn off the burner, place a lid on the pan, and use an extinguisher. Customers wishing to receive a library card should fill out a library card application. Adults are required to be Texas residents and are required to show name (state issued ID) and address identification. Children will need a parent signature to complete the application process. The card is free.

A Driving Safety Course is a 6-8 hour class that is a refresher of safety techniques every driver should use. It is offered by private companies, not The Kilgore Municpal Court. This course may also be taken online. The Court is not allowed to give out any information concerning the location or company names that provide Driver's Safety Course.
Those individuals who have pled guilty or no contest to certain violations and have a valid Texas Driver's License, liability insurance with their name on the policy, and have not taken a Driving Safety Course within the last 12 months are eligible. If you held a Commercial Driver's license at the time the offense was committed, you are not eligible to take the Driving Safety Course.
Requests must be made in person, through email, or in writing, and sent by certified mail to The Kilgore Municipal Court. The request must be received by the Court by your appearance date. The request must include proof of a valid Texas Driver's License, proof of liability insurance, and the required fees. Payment of the administrative fee and court costs must be paid at the time of the request by state law.
Deferred disposition or a deferral, is when a plea of guilty or no contest is entered or a finding of guilt is made. The Judge may defer further proceedings without entering a guilty judgement and place the defendant on probation for a period of time not to exceed 180 days. The Judge may oppose a special expense fee and other terms and conditions as provided by law. If the defendant complies with the specific terms and conditions of the deferral then the case will be dismissed and not reported as a conviction on the defendant's record. You must come to your initial appearance to request deferred disposition.

The State of Texas classifies anyone under the age of 17 as a juvenile.

Manufactured homes are only allowed in a licensed Manufactured Home Park or if you as a property owner are replacing your manufactured home. Rules for replacement are 1). The manufactured home can be no older that five years old at the time of permitting 2). The manufactured home must be at least the same size or larger than the one that is being replaced 3). You must own the property and manufactured home and be living in the home for a replacement to be allowed. 4). The manufactured home on the lot can only be replaced one time. Absolutely no mobile home are allowed within the city limits.

If you are involved in a vehicle accident, you should allow approximately 4 business days for the report to be entered into our system before trying to obtain a copy. There is a charge of $6 for all crash reports, which can be obtained in person at the Kilgore Police Department during business hours (Monday through Friday, 8 a.m. to 5 p.m.); cash or check only. You can also obtain a copy of your crash report online with a credit card.
If you reported a crime, you may pick of a copy of the basic information of the offense report from the Kilgore Police Department during normal business hours. You will be asked to present a photo I.D. before the report is released to you. If you need additional information not included in the basic information, you will need to submit an Open Records Request.

To report a clogged or non-functioning stormwater inlet on a City maintained street, submit a work request online, from your smartphone with the MyKilgore App (Google Play or App Store), or call City Hall (903-984-5081). If the inlet is on a state maintained road please contact the Texas Department of Transportation Longview Maintenance Office at 903-234-2504 for roads in Gregg County or the Henderson Maintenance Office at 903-657-4521 for roads in Rusk County.
If you have a problem with a possible sewer back-up, please call the main City Hall number at 903-984-5081 on Monday through Friday from 8 a.m. to 5 p.m. For any other time, call the after-hours emergency number at 903-983-1559. The field operations crew will be notified for the quickest response. Please call the City Hall number first so we may assess the problem and determine if a plumber will need to be contacted. We will use a sewer jet machine to clear the City main if it is blocked. If the problem is in the service line that goes from the main to your house/building, you will need to have a plumber install a 2-way cleanout in the service line either in the right-of-way or on the property line if there is no right-of-way.
The City will then be sure the service line is clear from the right-of-way to the main. If this does not eliminate the problem, you will need to get a plumber for repairs.
If the problem is a sewer smell in the area, we will record the complaint and issue a work order to try and locate the source as soon as possible. Since this type of nuisance can be difficult to locate, we ask for your patience in allowing us to try to locate and correct the problem.
Cloudy water is almost always caused by air in the water. Water has the ability to dissolve certain gases, including air. When the air comes out of solution, it often forms tiny bubbles, giving the water a cloudy or milky appearance. To see if the color is due to air, fill a clear glass with water and allow it to sit in the counter for several minutes. If the milky color is due to air, the water will begin to clear from the bottom of the glass first and gradually clear to the top. The water is safe to drink.
This situation can occur almost any time, but often happens when there is a significant change in temperature, such as the spring or fall. Air dissolves more easily in cold water than in warmer water. It can also occur when the water has been off for repairs. This condition can last from a few days to several weeks, depending on conditions.
Hardness is caused by the presence of mainly calcium and magnesium in the water. It is measured in either parts per million or grains per gallon. The City of Kilgore's water contains an average of about 40 parts per million (or about 2.3 grains per gallon) total hardness. This is considered moderately hard water. Hard water is more likely to cause a soap scum on fixtures.
It requires more soap to lather or foam. Soft water requires much less soap, but does not rinse off as readily. No softening is required for our water.
At certain times of the year, especially during the hot, dry summer months, there are various species of algae present in the source water (Sabine River) for the surface water treatment plant. These algae can give off chemicals (gesomin or 2-methylisoborneol (MIB) that give the water a dirty or musty taste or smell. These chemicals can be detected by the human senses as low as 5 to 10 parts per trillion. It can take anywhere from a few days to several weeks for the algae to diminish and the chemicals to no longer be present. The water is treated at the plant with activated carbon and other chemicals known as oxidizers to remove the gesmin and MIB; however it is difficult to remove them entirely.
Care must be taken not to overuse the treatment chemicals to the point where the finished water is out of compliance with Texas Commission on Environmental Quality (TCEQ) regulations and pose possible health hazards to the public. Although the taste or smell may be objectionable, the water is still safe to drink.
The City uses chlorine to disinfect the water. Chlorine is added during the treatment process as a disinfectant to kill bacteria and prevent it from growing in the distribution system. A chlorine residual is maintained all the way to your tap. Some individuals are more sensitive to smell and can detect even small amounts of odors. If the water has been sitting in the piping for a period of time, the odor can concentrate and be more noticeable at first.
To remove any taste or smell, fill a pitcher full of water and refrigerate overnight. The chlorine content will dissipate.
The water may be colored a yellowish or red color due to several factors. Normally it is due to the presence of iron in the water, along with the fact that there are still iron pipes in our distribution system. The yellow color is due to dissolved iron in the water, while the reddish color is usually specks of iron in the water. We add a chemical to the water to sequester, or chemically bind the iron so it stays entirely dissolved. However, due to various factors (temperature, pH of the water, etc.) the iron can come out of the solution and discolor the water.
Recent flushing of fire hydrants, a sudden increase in water usage, and after a water main break can also contribute to discolored water. The water is safe to drink, cook and bathe with. While it is not aesthetically pleasing, it is still safe. The amount of iron in the water is normally much less than the amount of iron recommended in your daily diet.
Low pressure in the water lines can be caused by several factors. Check your faucets to see if the problem is isolated to one or two faucets, and not the entire house. If it is isolated, check to see if the screen on the faucet is clogged. If it is clear, the piping to the faucet could be clogged, or the faucet itself could have a buildup of minerals in it.
If the entire house/building has low water pressure, it could indicate a leak on the line, a meter problem, or buildup in the service line or house plumbing due to age, etc. Contact the water department customer service at 903-984-5081 to have the meter and service line to the main checked. If these are found to be in good condition, you will need to contact a plumber for further assistance.

A water meter can be defective, it is a mechanical device with moving parts. These parts turn when water passes through the meter, and moves the wheels/gears in the register to record the usage. These parts can wear out over time. This usually causes the meter to slow down and not record all the water that passes through it. This will actually result in a lower than normal bill, remember, a meter can only turn when water passes through it.
The Water Department is responsible for the water main, the service line that goes from the main to the meter, the meter itself, and the meter box. The service line that goes from the meter to the house/building is the customer's responsibility. This includes the portion of the service line that may be inside the meter box. If the leak is on the service line from the meter to the house, you will need to contact a plumber to make the necessary repairs.
