The City Council elections are held yearly with the Mayor and Council Member Place 2 in odd-numbered years and Council Members Place 1, 3, and 4 in even-numbered years. The City Clerk is the Early Voting Clerk and responsible for conducting all City-held general or special elections.
All City elections shall be governed, except as otherwise provided by the City Charter, by the laws of the State of Teas governing general and municipal elections.

May 2, 2020 General Election- Early Voting and Electing Day Voting are held at City Hall, 815 N Kilgore St. Kilgore, Texas.
The first day to file an Application for Place on Ballot for Council Positions 1, 3, and 4, in the May 2, 2020 General Election will be January 15, 2020; the last day to file an Application for Place on Ballot will be February 14, 2020.

City Charter, Article II, Section 2
The mayor and each of the four council members shall be a citizen of the U.S. and a qualified voter of the City of Kilgore, Texas; shall have resided for at least 12 months next preceding the election within the corporate limits of the city or for 12 months within territory which has been annexed by the city; shall be at least 21 years of age; shall be qualified voter of Kilgore, Texas; shall make payment of a filing fee of $100 or submittal of a petition for candidacy in lieu of a filing fee and said petition must be signed by not less than 25 qualified voters of the territory from which the office is elected in the most recent mayoral general election. The mayor of a member of the city council ceasing to possess any of the qualifications specified in this section, or convicted of a felony while in office, shall immediately forfeit his or her office.
