Barbara Thurmon, Human Resources Manager

Barbara Thurmon has worked for the City of Kilgore since November, 2000.  She started in Customer Service, and was promoted to Accounts Payable in January, 2003.  In June, 2007 Payroll was added to her duties.  Ms. Thurmon has been Human Resources Manager since July, 2008.  She is a member of the Society for Human Resource Management, received a certificate for Essentials of HR Management from Kilgore College and is a member of the East Texas Human Resources Managers Association.  Ms. Thurmon grew up in Garland, Texas, lived in Houston for 17 years and moved to Kilgore in 1986.


The Human Resource Department performs a variety of general and confidential personnel functions for the City of Kilgore.  Human Resources manages the posting and application process for all employment opportunities that arise within the city and coordinates the review of applicants with the city departments.  The Human Resource Department also offers ongoing support for current employees, to include:

  • Collection and evaluation of information for employment decision purposes.
  • Provision to applicants, employees and management of City policies, programs and procedures.
  • Assistance to employees with their insurance, retirement and other benefits.
  • Processing of all worker’s compensation claims.
  • Establishment of training and safety programs for employees.
  • Coordination of the filing of grievances and complaints.
  • Review of the compliance of personnel programs with established policies and procedures.
